PROPOSED PROMULGATION OF THE LESOTHO COMMUNICATIONS AUTHORITY (POSTAL AND COURIER SERVICES) RULES, 2024
Acting in accordance with Section 4 (j) of the Communications Act No. 4 of 2012, the Lesotho Communications Authority (LCA) hereby provides notice to the general public and industry stakeholders that it intends to promulgate LCA (Postal and Courier Services) Rules 2024.
The draft Rules are made pursuant to sections 5(1) (c) and 42(2) of the Communications Act No. 4 of 2012.
The objective of the draft Rules is to make provision for regulation of postal and courier services in Lesotho by among others affording business continuity, fostering competition and protection of consumers
The Authority through the draft Rules proposes to require juristic and/ or natural persons who conduct postal and courier services to be licensed by the Authority or registered where necessary.
The proposed Rules will enable the Authority to apply the terms of the Act and standards applicable to the postal and courier services industry in line with the Universal Postal Union.
The draft Rules will enable the Authority to conduct investigations on Postal and Courier service providers that contravene the Postal regulatory framework and may direct or facilitate suspension and/or revocation of licences contraveners.
The public and industry stakeholders are invited to submit comments on the proposed promulgation of LCA (Postal and Courier Services) Rules 2024.
