VACANCY: TECHNOLOGY, STANDARDS, AND NUMBERING ENGINEER
Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho. Following the adoption of the Lesotho Telecommunications Policy of 1999, the Authority was established by an Act of Parliament in 2000. Presently, the Authority operates under the Communications Act of 2012 for the regulation of Information and Communications Technologies (ICTs), Broadcasting and Postal Services.
LCA invites applications from suitably qualified candidates for the position of Technology, Standards, and Numbering Engineer reporting to the Spectrum Management & Technology Manager.
Job Summary
The incumbent is responsible for numbering plans, development/adoption of technical standards and guidelines for communication services. The jobholder is also responsible for monitoring national ICT infrastructure development. The incumbent is responsible for conducting tests or measurements on the networks for compliance with the set standards.
Key Responsibilities
- Ensures the National Numbering Plan is updated and adhered to by the services providers.
- Numbering allocation: Allocate numbers to licensees in accordance with national numbering plan and regulations.
- Numbering management: Maintain and update numbering database in line with new developments to accommodate emerging technologies.
- Participates in the assignment and management of numbering resources to licensed operators and services providers.
- Numbering Utilization: conduct audits to ensure that numbering resources are used in accordance with the national numbering plan.
- Technology and Standardization
- Technology Assessment: Evaluate new communication technologies and their impact on sector development.
- Standards Development: Participate in the development and review of technical standards and regulations.
- Prepares recommendations for adoption of standards and guidelines and adjust where required.
- Participates in the formulation of technology standards in line with global trends and best practices.
- Equipment type Approval: carry out type approval of network and terminal equipment for both private and public networks in accordance with regulations.
- Technical Advice: Provide technical expertise to internal stakeholders and external stakeholders on numbering resources and standards.
- Monitors network development and expansions
- Monitor network development and expansion: Monitor implementation of colocation and infrastructure sharing and carry out measurements intended for network coverage and development.
- Carry out infrastructure development audit.
- Research and Development: Conduct research on emerging technologies to inform policy decisions and strategic planning.
- Monitors licensees Quality of Service (QoS) to ensure compliance to standards.
- Spillage management: Carry out spillage measurements to ensure that levels are within the prescribed levels.
- International Coordination: Collaborate with neighboring countries on illegal cross-border radio communication installations.
- Compliance Reporting: Prepare reports on compliance activities relating to numbering resources for management review.
- Network Performance: Conduct tests and measurements on systems and networks to determine standards of their performance, E.M.F levels and quality of service.
- Provide technical expertise to internal stakeholders and external stakeholders on network performance matters.
- Technical Support and Stakeholder Engagement.
- Stakeholder Liaison: Engage with licensees, service providers, and other stakeholders to address numbering and standards related concerns.
- Training & Support: Provide training and technical support to colleagues and stakeholders on numbering, technology evolution and standards.
- Public Inquiries: Respond to public inquiries regarding numbering and standards.
- Collaboration: Work collaboratively with other teams to ensure cohesive approaches to technology implementation.
- Continuous Improvement.
- Process Enhancement: Identify opportunities to improve numbering processes and implement best practices.
- Innovation Promotion: Promote innovative solutions to optimize numbering resources and support technological advancement.
- Professional Development: Stay updated on industry trends, technologies, and regulatory changes affecting numbering and technology standards.
- Quality Assurance: Ensure that all technical activities meet the organization’s quality standards and regulatory requirements.
Qualifications
Bachelor of Science in Engineering and Electronic Engineering.
