VACANCY: OPERATIONS AND FACILITIES OFFICER
Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho. Following the adoption of the Lesotho Telecommunications Policy of 1999, the Authority was established by an Act of Parliament in 2000. Presently, the Authority operates under the Communications Act of 2012 for the regulation of Information and Communications Technologies (ICTs), Broadcasting and Postal Services.
LCA invites applications from suitably qualified candidates for the position of Operations and Facilities Officer reporting to the Procurement and Administration Manager.
Job Summary
The Operations and Facilities Officer is responsible for the day-to-day management of the Authority’s facilities, including maintenance, security, and utilities management. This role requires a proactive approach to ensure that all operational systems are efficient and that facilities meet the needs of the Authority and comply with health and safety standards.
Key Responsibilities
1.Facility Maintenance.
- Organize routine and preventive maintenance for all facility-related equipment and systems to ensure operational efficiency.
- Coordinate with external vendors and service providers for maintenance and repair works, ensuring quality and cost-effectiveness.
- Respond promptly to facility-related emergencies, such as plumbing, heating, or electrical issues, ensuring minimal disruption to operations.
- Maintain accurate records of all maintenance work, including costs and vendor contracts.
- Ensure all facilities comply with health and safety standards and other regulatory requirements.
- Security Management.
- Oversee the installation, maintenance, and operation of security systems, including access controls and surveillance cameras.
- Implement and monitor safety protocols to protect both the physical assets and the personnel of the organization.
- Develop and maintain emergency response plans, including evacuation procedures and emergency contacts.
- Coordinate security training for staff to enhance awareness and preparedness for emergencies.
- Manage and document security incidents, analyzing them to improve future security measures.
- Space Management.
- Optimize the use of space within the facility to meet the changing needs of the Authority.
- Plan and implement office layouts and move, ensuring minimal disruption to operations.
- Oversee storage solutions, organizing supplies and archived documents efficiently.
- Identify and implement improvements to enhance the functionality and aesthetics of workspaces.
- Ensure that facility layouts comply with accessibility regulations.
- Utilities Management.
- Monitor the usage of utilities such as electricity, water, and gas to identify conservation opportunities.
- Analyze utility bills to ensure accuracy and identify areas for cost reduction.
- Implement sustainability practices in facility operations to reduce environmental impact.
- Negotiate with utility providers to secure favorable terms and services.
- Lead energy efficiency projects to reduce utility costs and environmental footprint.
5.Administrative Support.
- Assist in developing and managing the facilities budget, ensuring effective use of resources.
- Manage the procurement of office and facility supplies, ensuring stock levels are maintained.
- Prepare reports on facility usage and maintenance for management review.
- Process and verify vendor invoices related to facility operations for payment.
- Coordinate with staff to address facility-related needs and feedback
Qualification
Bachelor of Degree in Business Management or equivalent.
Competencies and Attributes.
- Strong organizational and project management skills to handle multiple tasks simultaneously.
- Excellent problem-solving abilities to address maintenance issues and improve facility operations.
- Effective communication skills to interact with all levels of staff and external suppliers.
- High attention to detail to ensure that all aspects of the facility are operational and safe.
