VACANCY: LEGAL OFFICER
Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho. Following the adoption of the Lesotho Telecommunications Policy of 1999, the Authority was established by an Act of Parliament in 2000. Presently, the Authority operates under the Communications Act of 2012 for the regulation of Information and Communications Technologies (ICTs), Broadcasting and Postal Services.
LCA invites applications from suitably qualified candidates for the position of Legal Officer reporting to the Legal and Corporate Affairs Manager
Job Summary
The Legal Officer assists in the delivery of comprehensive legal services to the LCA, including handling contractual agreements, litigation management, compliance issues, and internal legal consultations. This role demands thorough legal knowledge, attention to detail, and the ability to work under pressure in a dynamic environment.
Key Responsibilities
- Litigation
- Represents the Authority in Courts of Law.
- Handles and liaises with external counsel on all court cases of the Authority.
- Liaise with the office of the Attorney general on legislative drafting and gazetting of the laws.
- General legal advice
- Provides advise and legal opinion on all legal matters pertaining to the Authority.
- Contributes and provides input in the development and institutionalization of policies, procedures and processes for the Authority with a view to ensure efficiency, effectiveness and improvement of general operations and service delivery.
- Provides legal support to all divisions within the Authority.
- Contract Management
- Draft and Review Contracts: Prepare, review, and modify contractual instruments to assist and support various business activities.
- Negotiate Contracts: Negotiate terms and conditions of contracts with internal and external parties to ensure the organization’s interests are protected.
- Contract Administration: Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness.
- Contractual Compliance: Monitor compliance with contractual obligations and ensure all conditions are met.
- Document Management: Maintain an organized and accessible system of legal documents.
- Risk Assessment and Management
- Identify and assess key legal risks that could impact the organization’s objectives and operations.
- Develop strategies to mitigate identified risks and monitor the effectiveness of risk management processes.
- Conduct regular legal risk assessments and update the risk register accordingly.
- Collaborate with management to ensure risk mitigation strategies are implemented effectively.
- Provide recommendations for improving risk management practices across the organization.
- Compliance Monitoring and Review.
- Monitor the organization’s compliance with applicable laws, regulations, and internal policies.
- Review and assess the adequacy of the organization’s compliance programs and suggest enhancements.
- Conduct follow-up legal audits to ensure corrective actions have been implemented and are effective.
- Prepare and present compliance reports to senior management and the Board of Directors.
- Advise management on emerging compliance issues and regulatory changes.
- Continuous Improvement and Training.
- Stay current with industry trends, best practices, and changes in regulations that may affect the organization.
- Provide training and guidance to other staff on internal controls, risk management, and compliance issues.
- Participate in professional development opportunities to enhance auditing skills and knowledge.
- Recommend and implement process improvements to enhance the effectiveness and efficiency of the internal audit function.
- Foster a culture of continuous improvement within the internal audit team and the broader organization.
Qualification and experience
- Bachelor’s degree in law (LLB).
- Admitted to practice in the Courts of Law of Lesotho.
Experience
5 Years working experience as Legal Practitioner.
