VACANCY: Chief Economic Affairs Officer
Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho. Following the adoption of the Lesotho Telecommunications Policy of 1999, the Authority was established by an Act of Parliament in 2000. Presently, the Authority operates under the Communications Act of 2012 to regulate Information and Communications Technologies (ICTs), Broadcasting, and postal services.
LCA invites applications from suitably qualified candidates for the position of Chief Economic Affairs Officer reporting to the Chief Executive Officer.
Job Summary
The Chief Economic Affairs Officer is responsible for overseeing the economic regulation of industries under the organization’s purview and managing corporate projects. This role ensures compliance with regulatory frameworks, promotes fair competition, and coordinates the successful implementation of corporate projects. The position also involves developing strategies for economic growth, managing the division’s resources, and liaising with key stakeholders.
Key Responsibilities
- Economic Regulation
- Oversee the formulation and implementation of economic regulatory policies to ensure fair competition and adherence to relevant laws.
- Conduct and supervise comprehensive market analyses to evaluate market trends, performance, and regulatory compliance.
- Manage and assess tariff structures and pricing regulations to protect consumer interests and enhance industry competitiveness.
- Collaborate with industry stakeholders to address regulatory challenges and foster transparency and cooperation.
- Ensure the organization adheres to economic regulations and prepare detailed reports for regulatory bodies and senior management.
- Corporate Project Management.
- Direct the planning, coordination, and execution of corporate projects, ensuring alignment with the organization’s strategic objectives.
- Supervise the allocation of resources for corporate projects, ensuring efficiency and optimal use of funds and personnel.
- Identify potential risks in corporate projects and develop mitigation strategies to ensure timely and successful project delivery.
- Monitor project progress, tackle challenges, and ensure projects are completed within scope, on schedule, and within budget.
- Work with other departments to facilitate the seamless execution of corporate projects across the Authority.
- Strategic Planning and Leadership.
- Formulate and implement strategic plans for the Economic Affairs Division, in alignment with the overall Authority’s objectives.
- Lead and manage the Economic Affairs Division, providing clear direction and support to team members to achieve divisional objectives.
- Encourage continuous learning and professional development opportunities within the division, enhancing team skills.
- Cultivate and maintain relationships with external stakeholders, including governmental bodies, regulatory agencies, and industry leaders.
- Represent the organization in regulatory discussions and advocate for favorable economic policies.
- Regulatory Compliance and Reporting.
- Ensure that all regulated entities adhere to established economic regulations and industry standards.
- Oversee internal and external audits related to economic regulation, ensuring transparency and responsibility.
- Ensure precise data collection and analysis for economic regulation and project management, preparing reports for senior management and external regulators.
- Conduct evaluations of the economic regulation and project management functions to identify areas for improvement.
- Oversee the division’s budget, ensuring efficient financial management and resource allocation.
- Continuous Improvement and Innovation.
- Identify and implement enhancements to regulatory and project management processes to improve efficiency and effectiveness.
- Foster innovative approaches to economic regulation and corporate project management to boost organizational performance.
- Explore and incorporate new technologies and tools to enhance the division’s regulatory and project management capabilities.
- Stay informed about international regulatory trends and best practices, applying relevant insights to enhance the organization’s regulatory framework.
- Encourage collaboration across departments to ensure that regulatory and project management objectives are achieved seamlessly.
Qualification and Experience
- Master’s degree in Economics, or similar discipline with 5 years of working experience in the field and 3 years at managerial level, or
OR
- Bachelor’s degree in Economics, or similar disciplines with 7 years of working experience in the field and 3 years at managerial level.

Tenure
