MEMBERS – BROADCASTING DISPUTES RESOLUTION PANEL
Lesotho Communications Authority (LCA) is established in terms of Communications Act No. 4 of 2012 (the Act) to regulate the Communications sector. The Broadcasting Disputes Resolution Panel (Panel) is established in terms of section 39 (1) of the Act as the body responsible for resolving all disputes radio broadcast content. The Panel is constituted of five members including a Chairman. Members of the Panel should have qualifications and experience in dispute resolution.
The Minister, in line with section 39 (3) of the Act, hereby invites nominations and recommendations (applications) for suitably qualified candidates to fill the vacant positions of the BDRP in accordance with section 39 (3) of the Act.
JOB SUMMARY
The mandate of the Panel shall be as provided in section 39 (8) of the Act.
MAIN DUTIES
Acting in accordance with the provisions of the Act and other related regulatory instruments, the incumbent shall, inter alia, perform the following functions:
- prepare a broadcasting code of content;
- review and seek to resolve all disputes regarding broadcast content;
- refer all unresolved disputes to the Authority, with recommendations;
- develop an annual budget for its activities; and
- submit its budget to the Minister and the Authority.
QUALIFICATIONS
The Chairperson should possess the following qualifications:
LLB with 7 years’ experience in dispute resolution, digital media, and/or broadcasting.
The Members should possess any of the following qualifications:
- LLB with 5 years experience in dispute resolution and broadcasting;
or
- Postgraduate degree in Journalism with at least 6 years’ experience in broadcasting, public policy, and cultural sensitivity;
or
- Postgraduate degree in Electronic Media with at least 6 years’ experience in broadcasting and mediation and arbitration;
or
- Degree in Multimedia Studies with at least 7 years’ experience in broadcasting, public policy and arbitration;
or
- Degree in Journalism with at least 7 years’ experience in broadcasting and mediation;
or
- Post Graduate Diploma in Digital Media with at least 7 years’ experience in broadcasting and public policy.
ELIGIBILITY
The positions are open to Basotho nationals who possess a wide experience and knowledge of the broadcasting subsector but who do not have any direct interest in the broadcasting sector.
